MBCL endorses the use of producer statementsA document that states certain work will be, or has been, carried out in accordance with certain technical specifications. For example, a statement may be made by an engineer confirming that a building design complies with a particular New Zealand Standard, or by a cladding installer confirming that a cladding was installed in accordance with the manufacturer’s specifications. Producer statements can assist Building Consent Authorities (BCA) in deciding whether the work will comply with the Building Code. and verification documents to assist the verification of compliance both with design and structural elements as well as on site verification through the construction process. It is to be noted that the Building Act 2004An Act of Parliament replacing the Building Act 1991 governs building work in New Zealand. The Building Act 2004 does not cover planning and resource management, occupational safety and health, and other aspects of managing people. is silent about the use of producer statements. MBCL is taking the term “producer statements” to also mean verification documents as in a broader sense, producer statements historically only resided with the engineering fraternity.
The use of verification documents for parts of your building projects in design and construction may reduce overall construction costs as MBCL may not need to be involved in verification.
Documents provided by Chartered Professional Engineers ((CPENG) for specifically designed aspects of your projects are acceptable as “producer statementsA document that states certain work will be, or has been, carried out in accordance with certain technical specifications. Some territorial Authorities also maintain lists of approved statement authors which we will also consider to accept as a means of verification.
MBCL has its own internal audit process for the acceptance of verification documents to ensure the quality of your project is not compromised by the acceptance of substandard documentation.
Any or all of the following criteria can be used to assess whether a person preparing the Verification Documents is deemed suitable by MBCL to prepare Verification Documents. Assessment criteria and some considerations include:
- Demonstrated competence in the type of and scale of project subject to the Verification Document.
- Appropriate qualifications.
- Suitable experience.
- A registered Licensed Building PractitionerA person who is licensed to undertake or supervise certain types of Building Work. as approved by the Department of Building & Housing.
- Membership of appropriate trade/professional organisations
- Standard of documented quality assurance procedures.
- Previous acceptability to prepare Verification Documents and demonstrate performance.
- Is approved by a specific system manufacturer for design/review and/or installation review.
MBCL will also consider the acceptance of a wide range of documentation to support and assist validation of compliance for your project both in areas of design and on site verification.
